The NTSB released its preliminary report on a small plane crash last month.
On Aug. 20 a piper PA 28-180 plane came down at Dillingham Airfield in Mokuleia.
A certified flight instructor and two teenaged student pilots were on board.
According to the report, the instructor reported they were practicing touch-and-go landings when the engine lost power about 300 feet above the ground.
The flight instructor took control of the plane and conducted a force landing.
All three suffered minor injuries.
