The city will be removing the sand plug at the mouth of Maili stream at Ulehawa Beach Park on Tuesday.
The work is expected to take two to three weeks.
The work is being performed in accordance with an United States Army Corps of Engineers permit.
During that time, the public is asked to avoid the area because of heavy equipment being used, and opening the stream mouth may cause strong currents.
City crews will remove as much debris and litter as possible.
Signs will be posted to warn beachgoers of the discharge of the stream water into the ocean.
