Inmate was fleeing OCCC when shot, killed by officers


At 6:10 p.m. Friday night, Maurice Arrisgado, Jr. was shot and killed after escaping OCCC and being pursued through a heavily populated area in Kalihi. 

Arrisgado, Jr. had just returned to the facility after a court appearance. His leg shackles had been removed after transportation. He fled from the intake and release unit and subsequently through an open vehicular gate. Once through the gate, he ran through traffic across Kamehameha Highway. Officers caught up to him directly outside of St. Anthony’s church on Kaumualii Street and Puuhale Road. Arrisgado, Jr. continued to flee, ignoring officers’ commands to stop, at which point one of the officers fired a single round, hitting Arrisgado, Jr. in the torso. Officers handcuffed the inmate and transported him back to OCCC where facility medical staff provided care until EMS arrived. He was transported to a medical facility where he was pronounced dead at 6:43 p.m. 

The officer who shot Arrisgado, Jr. has been with DPS since August 2013. 

The Attorney General’s office, DPS Internal Affairs and Honolulu police are conducting investigations, which is protocol after cases involving the use of deadly force.

The 47-year-old Arrisgado, Jr. was arrested Tuesday night after attacking a Honolulu police officer with a knife near UH Manoa.

He was being held on a $500,000 warrant.
