Former city council member fined over ethics allegations


Former Honolulu City Council member and KHON2 reporter Nestor Garcia has paid the city $8,100 in a civil fine.

The payment stems from allegations that Garcia accepted free meals and golf from lobbyists, and failed to disclose those gifts before voting on legislation related to the lobbyist donors.

The Honolulu Ethics Commission said Garcia cooperated with the investigation and has taken responsibility, though the commission itself did not actually determine whether or not he violated city ethics laws.

Several other current and former council members were also being investigated by the commission for accepting similar gifts.

Garcia served on the council from 2003 to 2013.
