You could call this a recipe for success.

"What's important today, for the culinarians today is to have a four year program. You have to have all four years, management, including culinary skills to get anywhere in the world today," said restauranteur Roy Yamaguchi.

And that is what is being planned for here, the site of the old Cannon Club on the slope of Diamond Head.

Eleven buildings would house the nationally award winning Culinary Institute of the Pacific.

The bill won't come cheap...38 to 40 million dollars, with most of the money being raised by the University of Hawaii Foundation.

Two award winning chefs believe it's a smart investment.

"Sustainability is a big word. One small part of that is helping the next generation of cooks becomes chefs. So that this is the future of our hospitality industry," said restauranteur Alan Wong.

They hope to break ground in about two years, the spring of 2012, and the chefs say you just can't act fast enough."

"We have a unique opportunity here, we're in the middle of the Pacific Ocean, it's the melting pot of the Pacific. We're exactly where east meets west. I think that is a part of our food style. And so we need to capture that," said Wong.

Developers believe they could have the new school completed by 2014.

"We want people to come here and say you know what I want to go Hawaii, not only is it a great place to visit with the beaches and mountains and all that stuff. But because they have a great culinary program in their restaurants and hotels," said Yamaguchi.

This public hearing is the first step in obtaining one of three necessary permits.
