Some Residents Oppose New Parking Pricetags

Surfers, boaters, and fishermen are fuming over new parking pricetags.

The Department of Land and Natural Resources is considering a proposal that would add parking fees at all of the state's boat harbors.

One of the first harbors affected by the change may be the Ala Wai Harbor.

Dozens of opponents came out and rallied today in hopes to show their dismay.

"Free beach parking," yells Charmaine Boquette in a megaphone.

Free now, but not for long.

"That's all we have left," says Boquette.

The Ala Wai Harbor is a gem to many locals.

You can fish off Rockpiles and paddle out to some of the South Shore's most popular surf spots.

"We have bowls, we have Kaisers," lists Cathy Pudwill, a Beach User.

"Fishermen, divers, families just picnicking," adds Pudwill.

And it's one of the few spots left in Waikiki where you don't have to pay to park.

"The beach going section that don't have the money and just want to go down and enjoy the day," says Boquette, a Surfer.

But the DLNR says between after-hour problems and over-crowding in the lot...

they wanted to quote "better manage the facility and generate additional funds that can be used to make much needed improvements."

Many agree there needs to be more parking enforcement.

"I'm all in favor of the DLNR taking control of this lot," says Jeff Hossellman, a Boater.

But not in the manner they are proposing...

"I'm an avid boater, with 2 dependent sons in college. I have 4 cars, unfortunately, so its an extra $140 a month for me," says Hossellman.

The DLNR wants to increase the monthly parking rate from $1.67 to $25.

Officials say they will designate about 130 stalls as free parking for recreational and harbor users and have the county manage and collect money for the rest.

"It would be a shame if I would have to pay for that," adds Boquette.

But they won't do it without putting up a fight.

"We hope to fill the house and have everybody represent us that cares for all this," encourages Boquette.

The DLNR will be hosting public hearings on the proposed amendments to Chapter 13-233 of Title 13, Hawaii Administrative Rules, relating to Motor Vehicle and Parking Rules.

The DLNR says their first hearing on Oahu is scheduled for December 19, 2007 at the Jefferson Elementary school from 6:00 p.m. to 8:00 p.m.

The meeting on Hawaii Island will be held on December 19, 2007 at the Waimea Senior Center, 67-1199 Mamalahoa Highway, Kamuela, from 5:30 pm to 7:00 pm.

The meeting for Kauai will be held in the Wilcox Elementary School Cafeteria, 4319 Hardy Street, Lihue, from 1:00 pm to 3:00 pm on December 22, 2007.

The meetings for Maui County will be held at the Lanai Public and School Library, Fraser Avenue, Lanai City, from 5:00 pm to 8:00 pm on December 27, 2007;

and in the Lahaina Intermediate School Cafeteria, 871 Lahainaluna Road, Lahaina, from 5:00 pm to 7:00 pm on December 28, 2007.

All interested parties are invited to attend and to present their views on the proposed amendments, either orally or in writing.

Written statements may be submitted at the public hearing or to the Chairperson up to one week following the last public hearing date.
