Kakaako Chaos: An Accident Waiting to Happen

There are many four-way stops on Oahu -- intersections that require drivers to follow the rules of the road. But there are a handful that see so much traffic people often ask where are the traffic lights? One of those intersections is where Queen and Kamakee Streets meet.

"Suddenly people become very uncivilized in this intersection," said businesswoman Jennifer Tanabe who works in the heart of Kakaako and has a front-row seat to chaos. "This sense of urgency that seems to override a concern of safety."

Tanabe was puzzled about the lack of traffic lights here and eventually took her concerns to the city council, the neighborhood board and even private landowner General Growth Properties.

"Essentially the answer that I have been given by the city and by General Growth is that they are waiting until this Ward Village Shop area is completed with development before they install the signal which concerns me because I know that could take awhile," said Tanabe. "I was told that General Growth had assumed the responsibility for installing the traffic light."

General Growth Properties said: "We understand the importance of signalizing this intersection. We are in discussions with Hawaii Community Development Authority and the City about this project and we are all working towards having signals installed at this intersection." Both streets in this area are under the city's jurisdiction.

"I'm frustrated by the fact that there's this hot-potato back and forth of who's responsibility is and the bottom is that I don't care who's responsibility it is but someone needs to take charge and actually take care of installing the signal," said Tanabe.

She's not alone.

"It's just an accident waiting to happen," said Kakaako businessman William Rodriguez. "The day-care center right over there too a lot of young kids walking around too from the school over here McKinley High School too -its something that we need right away actually."

The intersection is near the soon-to-be Ward Village Shops, a General Growth project. In the meantime, pedestrians will continue to dodge cars and drivers will continue to try to figure out who has the right of way.

"I sincerely hope that it doesn't take a tragedy to motivate either the city or General Growth or whoever is responsible for this intersection to actually to action and install the lights," said Tanabe.

The city says the traffic signal is committed to be implemented when the Ward Village Shops project is occupied in mid-to-late-2009.
