Advanced construction can begin for Oahu's rail project

Honolulu has received permission to get started with advanced construction on the first segment of the rail transit route.

The Federal Transit Administration granted the city permission to proceed with advanced construction in a Letter of No Prejudice (LONP) that was delivered today.

The city can spend spend $184.7 million to begin building the foundation and pillars along the first segment, Senator Daniel K. Inouye, Senator Daniel K. Akaka, U.S. Representative Mazie K. Hirono and U.S. Representative Colleen Hanabusa announced Monday.

The LONP allows for construction associated with the West Oahu/Farrington Highway segment, the Kamehameha Highway segment, the maintenance and storage facility, and the Farrington Highway stations group.

"We have debated and discussed a rail transit plan for Oahu for decades and I am very pleased that the administration is allowing the city to proceed with construction. Too many hard working families on the West side of the island spend too much of their time stuck in traffic. This project offers an alternative to driving and helps lessen our dependence on imported fossil fuels. The construction of the rail line will create jobs and help a construction industry that is always in need of good work. I will continue to do everything I can to support this project and direct federal funds to ensure its timely completion," said Senator Inouye.

"This is great news for the rail project and for the community, and I would like to thank Senator Inouye and our congressional delegation for their strong support. I also appreciate the FTA's willingness in working collaboratively with us to keep this project moving forward," said Toru Hamayasu, Interim Executive Director and CEO for the Honolulu Authority for Rapid Transportation (HART). "This means we will begin advanced construction of the foundation and pillars for the guideway along the first half of the rail alignment, and move forward on work on our maintenance and storage facility."

"This brings us closer to achieving a modern rail system that will allow Oahu residents to avoid traffic and lead to the development of communities that are more environmentally sustainable," said Senator Akaka, a member of the Senate Committee on Banking, Housing, and Urban Affairs. "Rail increases our options by adding a convenient, affordable choice in getting around the island."

"It is critical that we build public transportation systems that meet Hawaii's growing needs," said Congresswoman Hirono, a member of the House Transportation and Infrastructure Committee. "This letter is another step forward for this important traffic relieving, job-creating project as it lays the groundwork for construction to begin."

"This is an important step. While there is still work to do, proceeding with construction now not only means progress in serving Oahu's transportation needs, but in the near future it represents jobs that strengthen our economy and help Hawaii's families," said Congresswoman Colleen Hanabusa.

The maximum the city can spend on this limited phase of the project is $184.7 million....Hamayasu said construction on the $5.3 billion project would start almost immediately, and would likely cause disruptions to traffic.///" A PLOY TO CONVINCE US THAT PRO-RAILERS WILL SAY:"we are too far with construction to stop" JUST WAIT. How many traffic jams, pillars can be built for 184 million? BTW city council phone number is 768-5010

Dear Mulnella. Please read what happened to elevated rail in Puerto Rico and also the project in England. You say that elevated rail was the best option and that the officials did consider alternatives. If this is so, then the legal case against rail does not have a leg to stand on. It also means that the individual who wrote the Federal guidelines to these types of decisions as well as some of our best legal minds are incorrect in their interpretation of the legislative discussions on alternates to rail. Just hold on to your hat until the judge makes the final decision. No sense getting worked up over nothing. Our legislaturs do not have the right to make such blunders and their mistakes will catch up with them sooner or later. If the judge rules that they were on track, then you may be sure to see a tax increase. Of course our taxes are paying for road maintenence but everyone uses the road system while rail is only for 6% of commuters. Have a good day!!!

I think you guys should do some research before you make inaccurate claims about elevated rail. Adrian Akau, the Chicago El, the New York City Subway all have elevated rail and they are by no means failures. Where are the sources for your claims? And had you bothered to read the documents, officials did consider alternatives, but elevated rail was the best option. In addition, I don't see you complaining about the roads in Oahu that you will never use. You know that you are being taxed on the maintenance of roads too right? I hope Cayetano loses. What a shame, to run for office just for a personal agenda.

If they begin now, they are risking the loss of tax payers monies because the legality of rail has not yet been decided. Since rail was passed by legislatures who did not follow the guidelines, there is an excellent chance that rail will not pass and any monies spent on this project will be money down the drain. Look what happened to the Superferry and that was, in my opinion, a necessary aid to the transport of foodstuffs between islands. This rail project, on the other hand, is nothing more than a political fiasco. It is predicted to serve 6% of commuters. Yet, all tax payers will be held liable. A much more practical and clear-headed approach would have been for the legislatures to carefully examine alternative transport technologies as they were required to do. They did not. Elevated rail has proven costly and unsuccessful in many other locations througout the world but our legislatures have not paid attention to its record of failure. On the other hand, high speed bus transport with a dedicated lane, stopped lignts specially timed to permit good bus flow through intersections and special raised platfoms to permit rapid entering/leaving the bus has resulted in service to about 20% of all commuters in cities throughout the world where it has been established. Our legislatures are placing our economy and our happiness at risk by what they have done but do not wish to be held responsible for their perverse judgement. They are not serving the people of Hawaii in this instance but rather their own selfish, personal goals.

Come March there will less drivers on the road since the new law dealing with license renewal. More people will ride bus or walk. County will have less revenue from drivers license or vehicle registrations. Keep developing on Oahu and Oahu will be soon known as Little Hong Kong with a toy train running on a table top.

Since Cayetano announced he was going to stop the rail project if elected the start if the project is being hurried. Anyone else notice? LOL. The articles in print and on the news have all painted a rosy picture of the rail. Anyone else notice? All the people that are going to skim money off the project are behind it to include politicians, the banks etc.. ....CROOKS!
