For the first time the POW-MIA flag has flown in front of the state capitol.

A bill allowing the flag to be flown was introduced by Rep. Sharon Har and signed into law by Gov. Linda Lingle.

Although the POW-MIA flag made its first appearance at the state capitol, neither it, the state flag or the U.S. flag were lowered to half staff.

On Memorial Day, it's customary to lower flags to half staff until noon.

The practice honors the country's war dead during the morning and living veterans the rest of the day.
