A measure creating a school board directly appointed by the governor is heading for a vote in the full Senate.
The Senate is scheduled to vote on the measure Monday after it passed the Ways and Means Committee 11-0 on Friday.
The proposal would allow Gov. Neil Abercrombie to nominate 11 voting members to the board - six representing the entire state, one each from Hawaii's four major islands, and one high school student.
The governor's appointees would be subject to Senate confirmation.
Of the current 14-member BOE, 13 are elected and can vote. The 14th is a non-voting student member.
A separate measure pending in the House would have an advisory panel give the governor a list of potential appointees to choose from.
