When it comes to policies to support and measure the effectiveness of teachers, the state earns an overall grade of D-minus.

That's according to the national council on teacher quality, which released its 2011 state teacher policy yearbook today.

Only one other state, montana, received a worse grade of "F."

The report says many states improved their policies but Hawaii failed to take action in certain areas.

The state got an "F" in expanding the pool of teachers; a D-minus in retaining effective teachers; and a "D" in identifying effective teachers and delivering well-prepared teachers.

Among the key findings is that the state does not require teachers to be evaluated annually.

Teacher evaluation was the main issue raised by teachers who voted against the latest contract proposal from the state.

simple deduction here...dems/unions/teachers use YOUR KIDS as the bargaining chip...so the battle cry each contract renewal is "give them INCREASES in PAY and you will see the results!" only difference is NO IMPROVEMENT. SO the remedy is.... "give them INCREASES in PAY and you will see the results!" The reality is the UNION MEMBERS need to ENRICH THEMSELVES so they can REPAY the POLITICIANS with CAMPAIGN CONTRIBUTIONS.

["F" in expanding the pool of teachers; a D-minus in retaining effective teachers.]...So how does cutting pay and doubling some teachers health insurance rates help to improve these grades?

I've put three kids through these schools... I am without surprise... There are a few really good instructors out there... and... The majority I wouldn't let teach a pet rock.

Interesting how they forgot to mention the other 25 states BESIDES Hawaii that ALSO received a D for a grade. If you're going to report the news, report all the facts! Look at the website for yourself: http://www.nctq.org/stpy11Home.do Stop giving Hawaii and it's teachers a bad reputation!
